What is a “Change of Use”?

Every commercial premises is approved for a specific use. These uses are classified into Use Classes based on their mode of operation and potential impact on the amenity of neighbours and the local area.

A "change of use" occurs when the use of a premises changes from one Use Class to another, or when the use involves unclassified uses.

The proposed use will be evaluated to ensure that it conforms to the Master Plan zoning and development control guidelines and is compatible with the surrounding uses.

A change of use application is required to convert a property use from one use to another. For this the council have “Use Classes” to zone different building uses. For example a shop, bakery and barber shop is A1, an office is B1, a doctor’s surgery or school is D1 and residential is C3.
